I created a new product based on the single section and asset template. Without making any changes to the product I went through the quote process in the sandpit. The quotes always refer, and it appears that the assesment sheet is never populated. See TestProducts.TestInsuranceProduct - Quote QF0015 The age was set to 10, and previous insurance set to Yes.
