Create the infrastructure that can allow reports to be created and run over the policies and quotes in OpenQuote. This may use existing Open Source tools to provide the core reporting functionality.

The toolset should allow third parties to create new reports for inclusion into the open source OpenQuote project.

There's been quite a long discussion in the forums on this. BIRT gets a mention there - and I agree, it would fit in well.
